E-Government, as we will see later, goes far beyond plain automation. Every e-government programme starts with the development of e-government strategy, primarily a game-plan of how the government plans to achieve its e-government goals and objectives. Having an e-government strategy is fundamental to creating an execution plan.
In order to achieve the full benefits of e-government significant investments are necessary but not sufficient. To ensure greatest value the delivery of information and services via the Internet requires a planned, coordinated and unified approach from all stakeholders. It requires a collaborated effort between agencies and ministries in order to be successful and advance e-government capability and maturity (Government of British Columbia, 2004). Nonetheless, a survey of e-government literature reveals several challenges e-government programmes face. The primary challenges are grouped into: (1) information and data, (2) information technology, (3) organizational and managerial, (4) legal and regulatory, and (5) institutional and environmental challenges (Gil-Garcia and Pardo, 2005). While a full discussion on strategies needed to address these challenges is outside the scope of this chapter, the strong linkages between the challenges and key imperatives (discussed later) are clearly evident.
